We propose to remove the tidegate, restore and open channel connection to Crescent Bay and eliminate the Marsh's drainage ditches and dikes. As a result, juvenile salmon habitat and other wetland functions will be restored to Crescent Bay Salt Marsh, Naval Air Station Whidbey Island, significantly increasing the area and quality of estuarine habitat for juvenile salmon rearing along northern Puget Sound shorelines. These actions will promote natural access and use by juvenile salmon and other fishes to the Marsh and linkages to the Crescent Bay ecosystem.
The initial 3-year phase of the project will involve pre-construction, baseline ecological assessment, engineering feasibility, hydrological and geomorphological design, construction and post-construction evaluation. A second SRFB proposal will be submitted in Year 3 using initial monitoring results to develop and implement a long-term (e.g. 10 yr) monitoring and adaptive management plan.
Island County, will manage the project including; the restoration design in collaboration with hydrologists and geomorphologists from Phillip Williams and Associates; the Corps of Engineers providing technical expertise on the flood study; the Navy and SeaBees removing the tidegate and dikes, excavating the entrance channel and modifying the interior ditches; and, the NASWI managing the Beach Watcher, Oak Harbor Middle School and Boy Scout volunteers for monitoring and revegetation.
