The proposed project is Phase 4 of an ongoing stream ecosystem and estuary restoration project for the lower reaches of Beaver Creek. Beaver Creek is a salmon-bearing stream that outlets into Clam Bay, in the Colvos Passage/Rich Passage Subwatershed near Manchester. The project area is on US Navy property at the Fleet Industrial Supply Center, Manchester Fuel Department (MFD). An extensive restoration project dating back to 2003 has been ongoing in the lower reaches and estuary of Beaver Creek and is culminating this summer with a SRFB-funded effort to restore the natural estuary at the mouth of Beaver Creek. This proposed fourth phase will directly tie into these ongoing restoration efforts and will address two of the last major modifications in the lower reaches of Beaver Creek. Phase 4 will assess and design the removal of an artificial sediment detention pond along Beaver Creek where it enters MFD property. Importantly, the project will also investigate the high flow velocity barrier formed by the 48" culvert under the access road immediately upstream of the sediment pond, as well as the high flow bypass into a roadside ditch. The downstream restoration efforts have been designed to accommodate a fully functioning upstream condition and will be improved by the proposed project.
