Kitsap County proposes to address the information gap concerning the lack of a restoration and protection strategy for nearshore habitat in the West Sound Watershed. This issue, specifically surrounding transportation infrastructure was highlighted as a near term action (NTA) of the West Central Lead Integrating Organization (LIO): “West Sound Inventory of Transportation Infrastructure Projects” (Action ID A1.1 WS1). The project’s goal is to provide a comprehensive strategy to restore and protect high value nearshore and estuarine habitat for Chinook and forage fish species. The strategy will be informed by 1) identifying and inventorying infrastructure related barriers to fish passage and habitat recovery and 2) prioritizing nearshore projects for protection and restoration actions identified by the inventory using a geo-referenced and science-based method. The method will build on past nearshore assessments, limiting factors studies, feeder bluff studies and PSNERP studies. The project area is defined by the boundaries of the West Sound Watersheds Lead Entity, from Foulweather Bluff along Kitsap County’s eastern shoreline, including Bainbridge and Blake Islands to the Pierce County line and slightly beyond, north of Gig Harbor. Ultimately, this project will deliver a compiled map-based database that consistently inventories barriers to salmon recovery in the nearshore and high value nearshore habitat, and a resulting ranked list of high priority nearshore restoration and protection projects.
