    Project Description    
Mid Puget Sound Fisheries Enhancement Group seeks funds to conduct a Feasibility Study for replacement of two 36" salmon-blocking culverts located on Cowling Creek where it runs under Miller Bay Road NE about 1.5 miles north of Suquamish, WA. The long term project goals are: to restore naturally spawning fish in Cowling Creek by removing a 100% fish blocking culvert at the mouth of the creek; restore natural estuarine processes such as tidal influence of the stream and LWD passage from upstream to the estuary; and allow other wildlife to safely pass under the road. The project will result in a time, space and location assessment. The priority fish species supported by the project would be chum, coho, steelhead, and cutthroat populations.
If restoration proves feasible and is completed in a future phase, the project would provide continuous fish access to 4.44 miles of fish-bearing habitat upstream of the blockage (per Wild Fish Conservancy Stream Typing Study). In addition, this project would enhance an important community connection to salmon. Cowling Creek is one of three advertised publicly-accessible salmon viewing sites in Kitsap County, and many residents of the area came to view the 2,112 adult salmon that returned to spawn in 2014 and Suquamish Elementary students walk from their school to observe naturally spawning adult chum salmon.
