Replace a publicly-maintained culvert with a fish passable culvert on Deer Creek. This purpose of this project phase is to investigate stream processes, look at the geology and stream grade, and determine feasible alternatives for design of a fish passable replacement for culvert 281. According to page 65/94 of the Island County Fish Passage Barrier Inventory: Priority Area 2 report, Orr Creek (Deer Creek) has potential for spawning and rearing habitat for coho and searun cutthroat.
