This will be a design-only project to replace a culvert under a public road with a fish passage culvert between a pocket estuary and an unnamed stream in North Penn Cove. Identified in the Culvert Prioritization project #2, SFEG has created some preliminary designs, based on CAF efforts. According to page 63/94 of the Island County Fish Passage Barrier Inventory: Priority Area 2 report, the unnamed stream has potential for spawning and rearing habitat for coho, searun cutthroat, chinook, and steelhead.
